Jesper Juul argues that games are not narrative because they don’t fit the “media ecology” of movies, novels, and theatre, because time is experienced differently in a game than in a narrative, and because “the relation between the reader/viewer and the story world is different than the relation between the player and the game world” (Juul, “Games Telling Stories?” par. 5). Jesper Juul calls a game "a rule-based formal system with a variable and quantifiable outcome, where different outcomes are assigned different values, the player exerts effort in order to influence the outcome, the player feels attached to the outcome, and the consequences of the activity are optional and negotiable" (Koster 12)
